How the numbers are calculated
Each agency is checked against our six-point verification check and our 20-point checklist for proof, contract terms and operations, using the agency’s own website and independent public sources. A point counts only if the agency publishes or states it; we cannot observe how an agency works privately, so these figures measure disclosure, not quality. Percentages are rounded to whole numbers and calculated on all 134 listed agencies unless a sentence names a smaller group. The figures are recalculated every time the ranking is rebuilt, and each monthly edition is kept as a JSON file.
